East Decatur Community Home Improvement Grant Program

The Program is a partnership between the East Decatur Community Improvement Association, Community Action Partnership of North Alabama, and Regions Bank.

To be eligible, the applicant must live in the East Decatur Neighborhood (East of Somerville Rd. and North of 11th St.), own the home, and live in it as their primary residence. Funds can be used to:

Address health or safety issues, such as: mold, allergens, heating, roof, handicap ramp, accessibility modifications, or


To improve exterior conditions that negatively impacts on the perception of the neighborhood.


Any participating low-income homeowner will be limited to $6,000 in Program funds; but may be supplemented with funding from other sources, donations of materials, or volunteer labor. The Community Association will try to organize residents to provide some volunteer labor in order to leverage the funds.

Household income cannot exceed 50% of area median income, adjusted for family size.

Participants may be required to attend a financial capabilities class to strengthen the homeowner’s capacity to maintain a budget and become educated consumers.

Criteria used to prioritize applications include:

•       The extent to which health or safety conditions in the home are potentially harmful to the occupants,

•       The presence of children, elderly and/or people with disabilities;

•       The extent to which the condition of the home is contributing to destabilizing the neighborhood and its real estate values.

•       The extent to which the available funding is able to address the primary health and safety issues for that house.

Willingness of the owner to participate in work on their home and volunteer to help others in the neighborhood. 


NOTE: Applications are being collected at this time to determine need in order to apply for additional funding and line up additional donations and volunteer labor. Please be patient, as this process will likely take 3-6 months.
